Initial Stuttering

Recall the large number of connections to a blacklist which disconnect
in a few seconds

As of OpenBSD 3.8, spamd no longer by default would talk full speed to greylisted connections. 

Rather, it stutters for the first 10 seconds looking like a tarpit, and then talks full speed. No real mailer cares.

This means all these dense irritating idiots go away and bother someone else

Of 3 million smtp to connections to ualberta.ca Oct 23-26, 1.3 million go away because of this!
