Priority Based Budgeting

This course is part of the Certificate in Rural Municipal Leadership, however, due to popular demand, it can now be taken independently of the Certificate for those who have a specific interest in finance and budgeting.

Priority Based Budgeting (PBB) is a unique approach being used by local governments across the country to match available resources with community priorities, make better informed decisions, and meaningfully engage citizens in the budgeting process.

This one-day short course will teach participants how to leverage their municipality's existing strategic plan to allocate resources towards achieving goals and results. PBB introduces a move away from assuming last year's budget is static and this year's budget is adding on the increased cost of doing business as usual. Understanding, with clarity, what you do (programs) to add value to citizens' lives, in areas identified as a priority, requires assessing those programs and being open to addressing their relevance prior to investigating efficiency and effectiveness.

  • Identify what work needs to be done on your programs in addition to implementation of PBB costing methodology.
  • Understand the value of and how to get the most out of strong strategic direction.

Raised in a family of four, by a single mother, Kelly learned early in life how to get the most out of a limited family budget. He was also taught the value of teamwork, and of doing the right thing for the right reasons. After having spent 28+ years working for Strathcona County he has recently decided to take his strategic planning, business planning, and budgeting experience and apply them more broadly. Kelly is on a mission to champion municipal excellence and continuous improvement in municipal governance.
