Impact of changes in standards of cold weather construction of asphalt pavement on housing cost.

Summary: According to the Roadways Design Standards Specifications by different cities and counties in greater Edmonton, Alberta there are certain limitations for asphalt pavement construction in terms of air temperature and wind speed. When the temperature falls below the minimum limit, the paving is stopped and the contractor has to reschedule the work. The standard challenges the developer by providing a small window of time for asphalt paving during the late fall. As a result, the construction costs and the rental cost of paving equipments become higher and eventually increases the lot price.

Using the historical weather data, the study aims to forecast the exact duration of late fall in Edmonton which has the impact on interruption of pavement construction and compare the cost benefit analysis of the pavement construction between the existing standard and changed conditions. The objectives of this study are:

  • To analyze the impact of existing bylaw of asphalt pavement construction in terms of construction cost for developing a lot.
  • To analyze the cost benefit for a changed condition, in terms of allowable temperature, of cold weather construction of asphalt pavement.
  • To analyze the cost benefit for applying an innovative construction method for constructing asphalt pavement in cold weather.
