Global Affairs Canada has launched a call for preliminary proposals to enhance gender equality and empowerment of women and girls in Latin America and the Caribbean (LAC) region. This call will seek projects that focus on up to three areas targeting gender equality by: (i) enhancing women and girls' participation in public life; (ii) preventing and responding to sexual and gender-based violence; and (iii) promoting women's economic empowerment. The deadline to submit a proposal is Wednesday, March 13, 2019.

The submission of a preliminary proposal is the first stage of a two-stage application process. Funding cannot be provided on the basis of a preliminary proposal. Under this call, your proposed project must contribute to the achievement of this ultimate outcome: enhanced gender equality and empowerment of women and girls in LAC region.

Your proposed project must also contribute to at least one of the following intermediate outcomes:

  • enhanced and more systematic engagement of women in public leadership and decision-making processes in LAC, including on climate-change issues;
  • strengthened prevention and response to sexual and gender-based violence by individuals and state or non-state actors in LAC (e.g. civic, advocacy, service-oriented and faith-related, academia, private sector, media organizations and regional organizations);
  • improved and more equitable access to employment and control over resources by women in LAC.

Eligibility: Your organization is legally incorporated in Canada or any other country, and you can provide proof of legal status. When the lead organization is legally incorporated in Canada, or in any country outside of LAC, you must work in partnership with one or more local organizations that are legally incorporated in one of the countries where project activities are being planned.

Geographic scope: The geographic focus of your project must take place in two or more countries eligible for official development assistance (Argentina, Belize, Bolivia, Brazil, Colombia, Costa Rica, Cuba, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Venezuela).

Estimated size of projects sought: The total amount of funding available is up to $30 million over five years. Projects will range from at least $2 million to no more than $5 million, lasting at least two years but no more than five years.

Required project experience: Your organization must provide examples of two recently (within the last 10 years) completed experiences of implementing a development project where the total value is $2 million or more.
