Renewal of the Tri-Agency Financial Administration: Guide

The Agencies (CIHR, NSERC and SSHRC) are initiating changes to simplify and provide additional flexibility in the use and administration of grant funds.

The University of Alberta has been selected to pilot the new principles-based Tri-Agency Financial Administration Guide (the Guide).

Effective December 5, 2018, U of A researchers holding CIHR, NSERC and SSHRC grants must adhere to the new Guide in managing these awards for the duration of the pilot program, currently planned to continue until June 30, 2019.

Please note the Guide is subject to change. The current Guide in English is dated December 14, the French version is dated December 12. Please come back to this page on a regular basis to ensure you have the latest guide.

What Has Changed?

While the Guide itself is extensive and addresses a number of circumstances, at its core is the application of four principles to determine whether expenditures are eligible. Those principles state that grant expenditures must:

  • contribute towards the direct costs of the research/activities;
  • not normally be provided by the administering institution to their research personnel;
  • be effective and economical;
  • not result in any personal gain.

Most expenditures that were eligible in the past continue to be eligible under the new Guide and we will be providing additional information on the application of these principles as we continue through the pilot project.
