Competitive Bidding Requirements

The university is committed to a fair and transparent acquisition process for all goods and services required by university units in support of their operations.

As a public entity, the university’s procurement activities are subject to the New West Partnership Trade Agreement (NWPTA), which requires the solicitation of competitive bids when procuring goods and services exceeding thresholds outlined in the Agreement, through the advertisement of requests for bids and proposals on the Alberta Purchasing Connection (APC) Website.

In order to ensure compliance with NWPTA, Procurement & Contract Management (PCM) has developed procedures for obtaining competitive bids for procurement of goods and services above the stated thresholds. For goods and services below these thresholds, PCM has established various procurement methods, some of which distribute purchasing authority to units. These procurement methods are formalized in procedures under the Supply of Goods and Services Policy. For further information, refer to Procurement Procedures in this section.
