Lecture Abstract:
Should all Canadians have access to broadband services? In a recent public consultation, the CRTC, Canada's telecommunication and broadcasting regulator, heard many different answers to this question. Deciding what actions to take will be a very difficult task. The CRTC recognizes that its actions must contribute to a broader national strategy to deliver broadband, which it declares vital to everyday life, to all Canadians. This talk will outline the major perspectives presented to the CRTC, outlining competing definitions of essential services and identifying some possible outcomes of the consultation. It will conclude with reflections on the development of a national broadband plan for Canada, one designed to ensure Canadians have access to a world-class communication system for decades to come
