Lieutenant General (Retired) Roméo Dallaire delivered the fourth annual Visiting Lectureship in Human Rights on Monday, March 25, 2002, 7:30 p.m., at the Myer Horowitz Theatre.

About Lieutenant General (Retired) Roméo Dallaire

General Dallaire commanded a small UN peacekeeping force in Rwanda when extremist Hutus in the Kigali government launched an orchestrated massacre of Tutsis in April 1994. Despite Dallaire's request for a broader UN mandate in Rwanda and more troops, neither was provided. An estimated 800,000 Rwandans, mostly Tutsis but also some moderate Hutus, were killed in a three-month period.

In September 2001, General Dallaire was appointed as Special Advisor on war-affected children to the Minister for International Cooperation.
