Most workplace mental health efforts focus on employee wellbeing and psychological safety, which are individual experiences. Psychological health and safety, also known as psychosocial safety, works differently. It is a system of work addressing upstream determinants organizations control: the conditions set around the job, how work is organized, and the policies and practices that govern it. The landscape is shifting, with Quebec's Bill 27 requiring employers to identify, document, and control psychosocial risks as of October 2025, and World Health Organization (WHO) guidance pointing toward organizational interventions rather than standalone wellbeing programs.
