John A. Sproul Research Fellowship: Faculty Member Off to University of California, Berkeley

Professor Peter Carver will engage in a comparative study of the uses of executive discretion in each country's immigration system.

Professor Peter Carver has been awarded a John A. Sproul Research Fellowship by the Canadian Studies Program of the University of California at Berkeley, for the Winter 2016 term. Professor Carver will use the Fellowship to engage in a comparative study of the uses of executive discretion in each country's immigration system.

Intended for scholars with interests in Canada who wish to spend a period of time at Berkeley, the Sproul Fellowship was created in honour of John Sproul, a retired business executive known for his long-standing support of the Canadian Studies Program, and for his efforts as Director emeritus of the Canadian Studies Advisory Board. Fundraising for the Sproul Fellowship was greatly assisted by a matching grant from the Canadian Embassy in Washington, D.C.

Professor Carver teaches and researches in the areas of Canadian constitutional, administrative, immigration, and mental health law. He is the Editor-in-Chief of the Review of Constitutional Studies published by the Centre for Constitutional Studies at the University of Alberta, having previously served as Chair of the Centre's Board of Management from 2010 to 2012. Prior to coming to the University of Alberta, he served as a Member on the Immigration and Refugee Board and practiced law in British Columbia. His recent publications include "Recurring Constitutional Principles" in Public Law (3rd ed.) (Emond Montgomery, forthcoming), "Mental Illness and the Law in Canada", in Canadian Medical Law, (4th ed.), (Toronto: Carswell, 2014), and "Comparing Aboriginal and Other Duties to Consult in Canadian Law" (2012 49 Alberta Law Review 855).
