Chinese Investment in Canada: Professor Gail Henderson speaks on investment in Canada by state-owned enterprises at UAlberta China Institute's 4th Annual "National Forum on Chinese Investment in Canada: The Public Policy Dimensions"

On May 2, 2014, University of Alberta Faculty of Law Professor Gail Henderson spoke at the University of Alberta China Institute's 4th annual "National Forum on Chinese Investment in Canada: The Public Policy Dimensions". Professor Henderson was part of a panel discussing the legal process for approving foreign direct investment in Canada under the Investment Canada Act. Professor Henderson focused her comments on the Guidelines for investment by state-owned enterprises ("SOEs") and why separate criteria for foreign direct investment by SOEs might be undesirable if Canada is to attract sufficient levels of investment to responsibly develop its natural resources. Also on the panel were Lawson Hunter, counsel at Stikeman Elliott LLP, and Sandy Walker, partner at Dentons. Mr Hunter and Ms Walker both spoke of their experiences acting for clients involved in reviewable transactions under the Act. The panel was chaired by Graham Shantz, Director General, North Asia, Department of Foreign Affairs, Trade and Development, who moderated a lively Q&A following the panellists opening comments.

The invitation-only forum was attended by representatives from government, industry and academia from both Canada and China. Keynote addresses were delivered by His Excellency Ambassador Guy Saint-Jacques, Canadian Ambassador to China, and The Honourable Cal Dallas, Minister of International and Intergovernmental Relations of the Government of Alberta. The panel on "Managing Foreign Investments - A Dialogue Between Provincial and Federal Governments" was chaired by U of A Faculty of Law alumnus Robert Kwauk, the Office Managing Partner of Blake, Cassel's and Graydon's Beijing office.

Professor Henderson previously presented on this topic last spring at the University of Hong Kong.
